[CI] Automated acceptance test using `relay-util`

Objective

Streamline relay-util load tests as part of the CI.

Goals

• Load test our Quality-of-Service before merging changes to main
• Maintain a minimal accepted quality of service criteria PATH w/ all changes
• PATH CI runs simple relay-util load test on merge to main.

Deliverables

• A functional .github/workflows/* YAML file that runs
• Ensure that a certain % success rate is achieve (i.e. relays pass) for CI to be green
• Leverage one of the make test_request__relay_util_XX as part of the workflow
