When Wi-Fi is turned off, the "Visible wireless networks" list still shows up and takes up space when expanded; it should be hidden instead:
It doesn't show up if at least one VPN network has been added, making this issue undetectable on systems with VPNs configured:
I noticed this while testing #1453, but it wasn't caused by that PR (and still occurred as far back as 65a9e14, before the nmrs migration).
