[Network] VPN reflow & button feedback #1486

Issue/Description:
The VPN drop down menu has some usability quirks, especially with many VPNs:

• On connect/ disconnect there is no spinner shown, for Wi-Fi there is.
• When connecting, disconnecting the entire network menu reflows. This is annoying when you want to connect to multiple VPNs at the same time & have to click them all.

Expected Behavior:

• When clicking a VPN the user should get instantaneous button press feedback with a spinner
• Reflows should be avoided when connecting/ disconnecting
