The default file manager setting is not well respected due to cosmic-files-applet #213

The COSMIC setting seems to only change the XDG MIME handler for inode/directory, but not the owner of org.freedesktop.FileManager1 which is hardcoded to be owned by cosmic-files-applet. The DBus interface is used by browsers and electron apps as far as I know.

This may also be a issue for cosmic-files , but I figured that might be a expected behavior for a file manager. Other file managers do it too. So I was thinking can we just make cosmic-files-applet starts conditionally? Unless there are other uses of the applet, in which case I think it shouldn't be part of cosmic-files.
