Move power profiles subscriptions to cosmic-settings-subscriptions

Since this shows up in multiple places, it'd be good to have one codebase for it so when we make changes, we can make it in one place.

I'm thinking about moving these into the cosmic settings repository as workspace members, and the power subscription should definitely be put into it's own workspace member too.
