[Bug] Crop icon appears outside image bounds

Issue/Description:
The crop icon can appear outside the bounds of the opened image whenever there is extra space between the image and the image controls. The icon is displayed over the surrounding app surface rather than being restricted to the image itself.

Expected Behavior:
The crop icon should only be displayed when the cursor is positioned over the image itself. It should not appear on app surface, anywhere else outside the image bounds.
