[Feature]: "Garbage collect" packages removed from config

Feature Description

Currently with elpaca, if you want to delete packages, they have to be declared in the init file. However if you remove a package from init, its not available in elpaca-delete, but is still on disk. Maybe there could be an interactive command called something like elpaca-gc/elpaca-prune which deletes undeclared packages/dependencies from disk.

• The feature I'm proposing does not already exist in Elpaca

Thanks for the suggestion.
For now you should be able to delete them through the package manager UI.

1. M-x elpaca-manager
2. g o to search for #orphan packages
3. mark those you're interested in deleting with d.
4. x to execute the marks.
