Using flint and blaze with dispenser does not place fire like normal flint and steel

When placing Flint and Blaze in a dispenser, and activating it, it will not place fire and instead throw it out

Steps to Reproduce

1. Place dispenser down
2. Place Flint and Blaze in the dispenser
3. Activate dispenser
4. disappointment
