facing errors when try to build locally

error logs im getting when try to run
python3 setup.py build
im also getting the same error when i try to install requirements.txt and deps is django-heroku

@dvarrazzo got it for build it locally , but the same issue is occurring when try to install django-heroku in requirements.txt
