Can we separate and move def safrole() and def history() to direstory of particular test?

• asn1.py generates code from test vectors asn files
• python can't import relative path
• moving params to cmake (e.g. foo/CMakeLists.txt asn1(... NS=jam::test_vectors_safrole ARGS=validators-count;epoch-length CONFIGS=tiny;full ...)) or json file requires more usages to design interface/schema
