Add prerequisites for newer versions of Ubuntu

It would be nice to list specific instructions for newer versions of Ubuntu under the Setting up qiime deploy on Ubuntu section, this would help some people who are unsure about what things they need installed.

I tried it on my ubuntu 16.04 and ran into problem with some dependencies, some of them are not available or changed their names. here is a list

• libxslt1.1
• libxslt1-dev
• libreadline-dev
• gfortran
• libhdf5-serial-dev
  @ElDeveloper Have a look at it and ping me if you have any solutions. It would be helpful if you update it in README.
