[pulse] Add initial draft of Pulse Profile specification

Introduces a standalone Pulse Profile for representing pulse-level
control of quantum hardware (ports, frames, waveforms), following
the structure established by the Base and Adaptive Profiles.

This is a work-in-progress draft intended to open discussion within
the pulse workstream.
