- Decide whether the request is a documentation, runtime, snap packaging, test, dashboard, or build tooling change.
- If multi-model delegation is requested, use

- Delegate implementation only after the scope is clear.
- When multi-model delegation is requested, stop after producing the packet. Do not edit project files, run implementation commands, or substitute this thread for the selected Implementer.
- Treat platform sub-agents as non-compliant replacements unless they run on the configured Implementer model through the configured provider or gateway on the configured Workshop-routed surface.
- If the selected Implementer is unavailable, out of credits, or cannot be launched through its configured provider or gateway inside Workshop, return a blocker report and ask whether to update model selection, launch the Implementer later, or switch to single-agent mode.
- Do not ask the worker to "investigate broadly", "improve quality", or "clean things up".
- Split the work if the task crosses unrelated areas.
- Use a follow-up packet instead of expanding a packet already in progress.
- Keep architecture decisions in the packet so the worker only implements.
- Incorporate any "Execution Preferences" from the Router brief (e.g., phased updates, streaming settings) into the generated packet so the worker knows how to report progress.

Return a completed .agents/templates/implementation-packet.md packet.
Do not include unrelated reasoning or optional improvements.
After returning the packet, stop unless the developer explicitly cancels
delegation and assigns this thread to continue in single-agent mode.
