SSP: Integrate SSP with cluster side bar and home page cluster list

• This was mostly done in 2.12.0, however
  • was disabled due to an issue with having multiple lists in view with different watch requirements
  • Missing some functionality (like sorting by correct state)
    • [RFE] Support server side sorting and filtering on Cluster state, provider and kube version rancher#52212
  • Could be improved (we can drop fetching some cluster types now given fixes in backend)
• This epic will track all associated issues
• It may make sense to address all of these together, or at least QA together
