Add tests that ensure the retriever is working as expected

Currently we don't have any proof that changes to our raw image data collection won't break when they are run on a nightly basis.
The tests should on as a requirement for merging PRs and include:

• a test run of the cloud provider workflows without upload
• sanity check of the created resources (could even include a dry run of the retriever to verify that the changes can create the expected results)
