Document how to add user accounts

The default config is to not allow signups via the UI, but there seems to be no documentation on how to create accounts manually instead.

would love to be able to automate CRUD regarding accounts.
Via cli or REST, whatever is the easiest.
Perhaps we can just look call the signup endpoint manually?
