Missing Tox.ini

In the GitHub Actions -

It tries to run Tox, but there is no tox.ini so this doesn't do anything. It may be this needs changing to run https://github.com/renalreg/ukrdc-cupid/blob/main/run_checks.sh ?

I removed the tox file so that I could have exactly the same test environment locally in docker as in github actions. There is a degree of complexity to running the tests including making a test db. Can't remember exactly what the sticking point was but it was easier this way.

Will update the actions in the way you suggest.
