`max_shutdown_delay_seconds` causes plan noise

To reproduce:

• create a service without setting max_shutdown_delay_seconds
• note that that service will appear in your plan on every change from then on, with a max_shutdown_delay_seconds addition every time

It would be good to know the default value of this, so that I could set it in order to make it so my service doesn't show up in every single terraform plan.

If it's a required value, it should be marked as such

I'm also seeing this one, plus with other attributes:

• log_stream_override (we have it set on the workspace, not per service)
• primary_postgres_id
• root_directory (for Docker source services)

I'm also similarly experiencing plan noise on a variety of attributes. An excerpt from a recent plan is below (we changed none of those settings).
