🗑️ chore: archive delete-cli-installation change

Archived the completed OpenSpec change that removed the CLI installation tool and Node.js/Bun toolchain from the project:

- Deleted package.json, bun.lock, and node_modules
- Removed lefthook.yml pre-commit configuration
- Removed unused config files (.oxlintrc.json, .prettierrc)
- Replaced TypeScript+Zod validation with shell+jq script
- Updated .github/workflows/ci.yml to validate .claude-plugin/plugin.json
- Updated documentation to reflect plugin structure changes
- All 30 tasks completed successfully
