Deps can accept arguments but CLI cannot pass them

Is the idea that you write a meta-dep for each set of params?

TBH I never really embraced that usecase from babushka, so I never thought too much about it. Nearly everything I do involves kicking off the run in some automagic fashion so prompting for input would be a Bad Thing.

I'm open to setting up the CLI to parse them, my first thought is that it'd be nice to support the make(1)'ish environment model, but I'm not sure if sane variables would collide much. Thoughts?
