`Keypair` should have a constructor from a secret key and public key

We should have a method which tkaes an (x-only) public key and a secret key, and without checking that they match each other (which would be very expensive), produces a Keypair.

Probably can't go into the next release because we need upstream support. Will be easier after #703.
