Add netlink-ipvs

I've based my netlink-packet-ipvs on top of genetlink,

It could probably be part of rust-netlink

Nice work.

1. Could you provide example code for me to try out? Something like https://github.com/rust-netlink/netlink-packet-route/tree/main/examples
2. The name netlink-packet-ipvs indicate it is purely for package parsing on ipvs, but the test code is for communicating with kernel. Looks like that test code should be example code.
3. If netlink-packet-ipvs is designed for packet parsing only, please include unit test code for parsing binary data. Example https://github.com/rust-netlink/netlink-packet-route/blob/main/src/link/tests/bond.rs

The IPVS is new to me, any blog or document I may try it out?

here's an intro to IPVS http://www.linuxvirtualserver.org/software/ipvs.html - but it's a linux based load balancer, which is part of the kernel for many years.

for examples, i've added two: one that lists the current status of the ipvs table (similar to ipvsadm -ln) and one that populates a service & a destination (so you can verify with / vs ipvsadm -ln)

i've also added tests to roundtrip serialization for most of the code; but not a lot of tests for the parsing of binary data yet

Could you do pull request like #2
