The documentation implies that self-hosted installations lack access to S3 -- what does that really mean? What if I have access to S3-compatibility in my self-hosted install? Is there S3 support rather than storing session replays in clickhouse?

Yea, since I want to keep a relatively small amount of services in docker for self-hosted instances, we just store session replays in clickhouse since a lot of people aren't using session replay.
