Consider using `numcodecs` over `cramjam`

Nick Smith pointed out that we should consider switching from cramjam to numcodecs since it supports the same compression algorithms, but additionally supports pre-compression filters that are useful for RNTuple IO.

@Rachit931 if you are interested in working on this, the first step will be to swap cramjam with numcodecs for the compression/decompression functionality. So it will mainly consist of reworking this file.

After that works, we can then look at the extra functionality that can help us with RNTuples.

I'm sorry for the wait ! I’ve started studying compression.py to understand how cramjam is used (LZMA, LZ4, ZSTD).
My plan is to first swap in numcodecs for compression/decompression in this file only, preserving existing interfaces, and keeping cramjam as fallback initially.
I’ll follow up with a PR once I have a minimal working swap.
