Make LEI a mandatory Agency property

TWG 06/2025: Accepted in principle to make LEI (Legal Entity Identifier) a mandatory property of the SDMX Agency, enforcing that SDMX Agencies are recognised and traceable legal entities. It also paves the way to making use of the vLEI for digitally signing content. The LEI will be discussed in the context of the SGDS onboarding policy.
