Cannot see other's voice dot after teleporting from Vivox to WebRTC

Reproduction steps

1. Log 2 users (on separate machines) into a Vivox region. (https://maps.secondlife.com/secondlife/Danger!%20Danger!/65/39/39)
2. Teleport them to a WebRTC region. (https://maps.secondlife.com/secondlife/By%20Design/117/96/22). When logging into the Vivox region it takes several seconds for the speak button to become available. The repro may require teleporting before Vivox voice is available.
3. Talk to each other.

Observed: Neither can see the other user's voice dot. Both can see their own voice dot and green bars when they speak.

I saw the issue going the other direction, from a WebRTC region (By Design) to a Vivox region (Danger! Danger!) I'm wondering if this is Vivox behaving poortly.

Retest once Vivox is gone.

Verified on Second Life Release 26.3.0.26586584194 on Win11/OSX in the scope of secondlife/iqa#660

Only tested on WebRTC regions, of course. The issue did not reproduce.
