Update ETCD dependencies to sensu/etcd v3.1.0

## Description
The backend needs to update its ETCD dependencies to the forked sensu/etcd v3.1.0 which contains critical fixes and Go version bumps.

## Context
- Keeps etcd dependency in sync with upstream fixes
- Required for Go 1.24 compatibility
