When zooming right in or out of some maps, the tiles are not available so you get a blank map screen.
This is particularly the case when zooming out of OS maps. There's no tiles at zoom level 10 or less. So if the view fits to a large plan then the map is blank, which means an initial show of a plan is a bit meaningless.
This is not quite a bug; the trick is finding some way of making the UX a bit better. EG could flip to ubiquitous OSM when no tiles are available. But this might seem confusing when people requested the OS map only to see OSM instead.
