Currently we only have a Issue templates for bug report and feature requests

it would be better if we have templates for CI related issues and a few things such as an issue template for issues that are not exactly related to code but improves contributor experience in the codebase.

I agree that an extra issue template might be needed. However, I'm not sure it needs to be specific to CI. Based on your description

I think a broader category, like a chore template, would work well.

In my opinion, it would also be great to keep the issue templates aligned with the labels we use.

I have a bit more of a nuanced take that contributor improvements are features and flaky/failing CI tests are bugs. A CI or other similar "chore/cleanup" category can potentially diminish the importance of these internal-facing changes.

That said I wouldn't object to adding such a template.
