Is your feature request related to a problem or use-case? Please describe.

Use case: update the CLI to be in sync with the latest shipwright-io/build APIs.

Describe the solution that you would like.

Update the CLI to use the shipwright-io/build v0.17.0 dependency. This should bring in the following changes:

1. Update any Tekton dependencies to v1.3.z
2. Update any k8s.io/* dependencies to v0.33.z (Kubernetes v1.33.z)
3. Update golang to v1.24.z
