Bump @tootallnate/once and typeorm

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [typeorm](https://github.com/typeorm/typeorm). These dependencies need to be updated together.

Updates `typeorm` from 0.3.28 to 1.0.0
