I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.
Overall summary
When the window is sized small enough that the message context menu overlaps with the top bar, it's impossible to select the buttons that appear over the menu bar. Here, for instance, Reply and React are not clickable (but Forward, Edit, etc. are).
Steps to reproduce
Open any chat.
Resize the window to be small enough that the context menu overlaps with the top bar.
Click the three dots next to any message
Verify that any buttons overlapping with the top bar (e.g. Reply) do not highlight when hovered and are not clickable.
Expected result
All buttons should always be clickable.
Actual result
Buttons overlapping with the menu bar are not clickable.
