Enhancing the testing infrastructure script

Description

Tracking remaining work after #1544, previous discussion in #1555

• Support spinning up a subset of services, in particularly Rekor v2 without Rekor v1
• Verify this works locally on macOS (We won't focus on Windows support since none of the developers use Windows, but if someone does use Windows and wants to give it a go, feel free to ping here!)
• Verify this works on macOS GitHub Action runners
• Continually improve startup time of script

• We should also look at creating docker compose scripts that pull in tagged containers at the latest version rather than rebuilding the containers. We can check in these scripts in this repo, it shouldn't be much work to maintain them.
