Harvester-role Review Entries

Allow users with Harvester role to have a limited view of the Review Entries table:

• Availability to Harvesters could be activated/deactivated in a new project setting (off by default)
  • Add a section about the new setting to the User Guide
• The Data Cleanup button, conditionally visible by user role, would also be conditional on the project setting
• Data Cleanup for harvesters would only have the one tool: Review Entries
• The edit and delete columns of the Review Entries table wouldn't be available to Harvesters

Rather than strictly read-only, the Harvesters could edit entries via

• The pronunciations column useable as normal, since adding audio recordings is a good Harvester task (and deleting imported audio is already disabled)
• The flags, made directly editable in the table via [CellColumns, CellComponents] Allow editing flag outside of row edit mode #1583
