Move from NGINX to Traefik

NGINX is being retired and LTOps is having us move to Traefik.

Internal QA has been successfully moved over although we'll need to test the new middleware.

Current blocker is that we're trying to find a way to continue to hide the /metrics endpoint used for Prometheus. The old solution no longer works with Traefik.

Alright, we found a solution. This has been done on both QAs. Only prod remains.

Greg just made the update on prod that should enable us to switch production over as well.

Greg wants to try and move everyone over to production in a relatively short window to cut the costs of supporting both temporarily and some teams still haven't moved their QAs over. He will let me know just as soon as he's ready for us to make the move.
