Unify region card specs and update Looking Glass / status links

- All three location cards now show the same rows: Security, Power,
  Peering, Upstreams (Bandwidth removed, Cooling dropped for uniformity)
- Add upstreams: TPE Cognet/PCCW/GSL, HKG Cogent (SIN unchanged)
- Peering: SIN -> Equinix EIE SG, SGIX; HKG -> Equinix EIE HK
- Fix ZH label typo 騻守安全 -> 安全
- Looking Glass nav -> globalping.io/networks/liberally-network
- Footer status badge -> status.simple.taipei/status/simple
