Is this intended bahaviour?

First run needs to extract the embedded plugins and themes and in my experience takes at most 3 or 4 seconds. I don't think I've ever seen it take that long as you describe. Could it be some antivirus or other system thing that's slowing it down? Can you try deleting the cache folder and running it again to see if it reproduces?
