[Bug] No "Commit new file" button in Step 3

Summary

In Step 3 - "Create your own conflict", it lets me click the "Commit new file" button

Bug

In Step 3, README.md file is displayed as following.

But in carrying the instructions, the [Code tab] is displayed as following.

Additional context

In my opinion, the instructions 5 and 6 must be reviewed and fixed.
