Right now for PRE the secrets are meant to be on the bulletin. Based on the security of proof binding the elements on the bulletin to the secret, we don't need to rely on the bulletin for tamperproof anymore. People can use it for convience but should be able to just pass they bytes to the node as that would be secure.
For impl
An option to pass in the payload bytes yourself should skip getting it from the bulletin.
