Changing to markdownlint-cli2

We're currently using mdl but the tool doesn't have any auto fixing and keeps changing its mind breaking all of our pipelines.

I'm going to propose we switch to markdownlint-cli2 which has its own GitHub Action. This means those of us over at Actions Hub don't need to maintain another action!

Wow, yeah I'd say it's quicker!

mdl was 13s for what it's worth.

I'm assuming it's quicker because it doesn't need to do a Docker pull seeing as it's built using node.
