I went from scratch and deleted the existing "main" agent.
After that all the buttons and links that lead to creating a new one are unresponsive. No console logs errors, no backend errors, just silent failures.
I wish there was more to say about this.
EDIT: I restarted the backend, and apparently the main agent was never deleted, it just disappeared from the UI the moment I hit "Delete", so maybe the bug is not creating a new agent, but deleting it.
