Relax ActionTester to not require a full Workflow instance when testing ApplyContext interactions

after https://github.com/square/workflow-swift/pull/349 is merged, the `ActionTester` API should support a means for client code to supply Workflow values 'just in time', rather than construct an entire Workflow instance up front.
