Can the CSS be moved from within the plugin, and instead (even manually) copied and pasted into the Oxygen CSS editor?

Yes.

When you do so, this line may be commented out from oxygen-responsive-menu.php:

wp_enqueue_style( 'oxygen-responsive-menu', plugin_dir_url( __FILE__ ) . 'assets/css/main.css' );
