Toolbar keyboard shortcuts trigger while menu is open

Bug description

Loving the new keyboard shortcuts from #14036!

One minor detail: Hitting Esc while inside an action menu will both close the menu and clear the selection. I'd expect it to close the menu first, and only clear the selection when hitting Esc again.

How to reproduce

Open a listing with actions. Select a few items. Open the dropdown actions menu. Hit Esc.
