2FA QR-Code dark mode issues

Bug description

Many QR-Code scanners on android struggle to detect QR-Codes on dark background without a white border around.

A white border around the SVG would make it easier to detect the code

Previously reported in #12074

How to reproduce

• enable 2fa
• open setup screen with dark mode
• try to scan qr code with an android camera
