P7-1 is complete on the intended local implementation surface.
The tranche landed a narrow authority-first and privacy-first hardening slice that keeps durable direct-write behavior conservative by default, preserves compatibility with older approved memory rows, deepens nested sensitive-metadata redaction, and keeps provider/readiness surfaces green after the new gating behavior was introduced.

Baseline harness reconciliation

This tranche intentionally stops at the P7-1 baseline:
- authority defaults are pinned;
- nested redaction expectations are pinned;
- compatibility-safe contradiction representation is covered at the provider/pack level without broader contradiction machinery;
- no broader poisoning or prompt-injection framework was introduced yet.
That later work remains for:
- P7-2 privacy/export/redaction deepening
- P7-3 contradiction and poisoning fixtures
- P7-4 review-surface and policy-visibility improvements
- P7-5 broader safety verification and final Phase 7 closeoff
A background swarm builder lane was attempted during the tranche but did not produce landed output and was terminated. The actual implementation, reconciliation, and verification for the committed tranche state were completed directly in the local repo session.

- conservative authority defaults for direct durable writes
- explicit override path for gated rule-class durable memory
- deeper nested sensitive-metadata redaction
- compatibility tolerance for append-only hash fields
- preserved provider/readiness behavior across pack, signal, and snapshot surfaces
- full repo green verification
Phase 7 P7-1 is done locally: ShyftR now enforces an authority-first direct-write baseline, deepens nested privacy redaction, preserves append-only compatibility, and remains repo-wide green.
