Repin rs-stellar-xdr to refreshed p28-cap-0084 head 3d2ad659

Refresh the SPIKE git pin on sisuresh/rs-stellar-xdr#552's branch to its
new head (b0fa30a3 -> 3d2ad659), which now carries both CAP-0084 and
CAP-0085 after the base merged CAP-85. Lockfile updated to match.
