Resources Module: Calendar Picker for Reporting New Downtime Doesn't match other Calendar Pickers

This calendar picker has several issues:

1. The form doesn't specify the date format the form requires.

2. No date picker is available, leading to manual date entry not matching the required format (see Order and Cost History date fields).

Related issue: An improperly formatted date doesn't trigger an error message, but the submit button won't function when an improperly formatted date is present.

The required format is displayed, which is good. However, trying to submit a form with an improperly formatted date still a) doesn't display an error and b) the submit button won't function until the format issue is corrected.

Displaying the correct formatting should help most people avoid this issue, but error messages may be something we should consider in the future. Once you fill in a date in the boxes, you can't see the required format until you clear the boxes. If you make a mistake, you will have a form you can't submit, and not know why you can't submit it.
