forgejo_branch_protection: Allow setting apply_to_admins

The Forgejo API has a boolean "apply_to_admins" property when creating or updating branch restrictions. Would be good if this can be set via terraform.

You are right: the Forgejo API offers an apply_to_admins property when creating branch protections. However, the Forgejo SDK that this provider is based upon, does not yet surface the attribute. A PR is already open: #145. Once that has been merged and released in a new version, we can add support for apply_to_admins in the forgejo_branch_protection resource.
