Make module `cc` adapt on windows

Generating .o files on windows is strange. It should use cl to generate obj file on windows.

Doesn't gcc on Windows also generate .os? If so, I think it's ok the way it is for Windows right now. If we wanted to use the MVCC tools, we'd need to essentially switch the whole module over to some Windows flags. I did a little thing where I used Windows flags but then it doesn't really make sense if we only have some flags. We need to switch the whole things.

Perhaps at that point, it'd make sense to have a second module?
